The takeaway? When it comes to government, twelve years and nine billion dollars does not preparedness make.

That’s despite the fact that, in the U.S., Public Health Emergency Preparedness (PHEP) Cooperative Agreements have provided public health departments nearly $9 billion tax dollars since 2002 to upgrade their ability to respond to a range of public health threats, including infectious diseases.
